All 28 new homes occupied at a 100% affordable housing development in Cornwall

Developing affordable homes in areas where there is a chronic need for housing is a priority for us and the Blackwater development is a great example of meeting local need.

Our residents have moved into the 28 new homes built on a 100% affordable housing development in Blackwater, Cornwall.

We teamed up with Classic Builders and Cornwall Council to develop the homes on land off East Hill in the village.

Originally the plan was to build 15 affordable homes but thanks to additional funding from Cornwall Council, all 28 homes are affordable.

The development is now fully occupied with 17 homes set aside for affordable rent and 11 for shared ownership.

The scheme has a local connection criterion to the parish of St Agnes which means many of the homes are owned or rented by people already living within that area.

Lucie Sominka, Development Manager for LiveWest, said: “It is a stunning development, and has proved very popular with local people.

“This is a fantastic example of how collaborative engagement between stakeholders can deliver a positive outcome.

“Working with Cornwall Council and our contractor Classic Builders, LiveWest has delivered fantastic, high-quality homes for rent and shared ownership in this stunning location, and in doing so, is helping to address the chronic housing need in Cornwall.

“Cornwall’s rural economy relies on residents who live near to their place of work. Good quality affordable and secure housing is therefore very important, and will ensure that these communities continue to thrive.

“This development is a very good example of a rural area where there is an enormous affordability gap. These affordable homes help to address that gap and ensure that people can still rent or own a home at a price they can afford.”

Cllr Oliver Monk, Cabinet Member and Portfolio Holder for Planning and Housing at Cornwall Council, said: "Cornwall Council has been working in partnership with local Registered Providers by awarding capital grant funding to enable the delivery of additional affordable homes.

“Over the last three years these grants have supported the delivery of 658 affordable homes across Cornwall and this development is a great example of that partnership and its contribution to that number.

“Grove Loweth, Blackwater would originally have developed 15 affordable homes. The grant from the Council has enabled LiveWest to deliver the whole development of 28 homes as affordable housing to own or rent for local people and contributes to our mission where everyone in Cornwall can start well, live well and age well.”

Adam Brimacombe, Director for Classic Builders, said: “We are extremely proud to have worked with LiveWest to develop the Blackwater site.

“Everyone at Classic Builders is committed to creating long-term legacies for each of our projects – especially those in our home county.

“To achieve this, we are employing Cornwall-based tradespeople and supply chain partners to share the projects economic opportunities and create a lasting sense of local pride as well as places to live for local people.”
